Location of work: VIC – The team is based in QLD however the work can largely be delivered remotely. The working conditions can be discussed and negotiated.

Length of contract: Until 31 December 2025

Contract extensions: 2 x 12 months

Security clearance: Baseline clearance is preferred but candidates with the ability to obtain Baseline clearance will also be considered 

Rates: $130 – $150 per hour (inc. super)

The Reef Authority has a legacy Investigations Case Management System (Jade ICM) that is approaching end of life, and the Compliance Management System (CMS) Project is to provide a replacement for that system while also addressing a number of other operational requirements for compliance management.

Unexpected resourcing constraint and gap in ICT project management expertise is putting the project at risk. A new Project Manager is required to get the project back on track. Phase 1 and Phase 2 releases need to be completed by 30 June 2025. 

Critical success factors: System technical requirements are delivered in a fit-for-purpose approach that addresses the needs and assumptions from key stakeholders and meets security requirements. Managing the stakeholders’ conflicting views and negotiating out-of-scope deliverables is crucial to avoid detrimental effects on the project.  

The role’s deliverables include: 

  • Creation of project documents and reports that are used to determine the progress and success of the project.
  • Project risk identification, assessment and control.
  • Detailed implementation plans for the project .
  • Project performance monitoring.
  • Management, coordination and contribution to a range of ICT projects. 
  • Ensure the project is completed on time, on budget, within scope, to the business requirements and meeting quality standards
  • Monitoring and tracking the project deliverables and outcomes including preparation of preliminary reports in relation to budget, schedule and resources. 
  • Ensure compliance to change management process, security policies, and quality assurance policies and procedures. 
  • Develop and manage relationships with internal and external stakeholders and service providers, providing guidance and support to achieve a successful project outcome. 

The contractor will work with the following key stakeholders: 

  • Internal project team 
  • Subject matter experts 
  • Technology and Digital team 
  • External contractors including system and security providers 

The contractor is expected to work within the PMBoK framework. The contractor is expected to apply its own quality assurance framework to ensure a high level of performance by the nominated candidate (personnel).
